中小城市“大园区”建设的反思与规划模式探讨——以中部快速城镇化地区为例

Industrial Park Reflection and Planning Model Research of Small and Medium-Sized Cities:Example of the Central Region in the Rapid Urbanization Process

由中部快速城镇化地区的中小城市"大园区"规划建设实践的典型案例出发,总结其发展特色及存在问题;然后根据产业集聚、空间开发、劳动力及城镇化等理论依据,对"大园区"存在的必然性与矛盾性进行辩证研究;最后基于新型城镇化的要求,从理念构建、用地变换、产业转型、空间结构等方面提出新的工业园区规划思路,并应用于湖北武穴市的规划案例中,以指导中部地区中小城市克服"大园区"建设的冲动,有理有序地进行工业园区的科学建设和发展。

This article starts with the typical cases of ＂Big Industrial Park＂ planning and construction in small and medium-sized cities in the rapid urbanization in central region, and sums up the development characteristics and existing problems. According to theories of industrial concentration, spatial development, labor force and urbanization, a dialectical study of the reasonable and contradictory existence of ＂Big Industrial Park＂ has been done. Finally, we have a discussion of a new mode that consist of theory construction, land transformation, industrial change and space structure, and apply it in the ease of Wuxue city in Hubei province to guide the industrial park construction in a rational, orderly and scientific way.
