摘要
为了正确评价城市地下空间开发价值,进一步缓解城市综合病和促进城市持续健康发展,文章基于城市空间开发和经济学原理,从直接经济效益和间接经济效益两方面详细概括地下空间开发带给城市发展的各种效益。其中直接经济效益包括成本开发效益、能耗效益等两个子效益;间接经济效益包括环境效益、防灾减灾效益、社会效益等三个子效益。最后举例说明直接经济效益的计算要素,提出间接经济效益的评估方法。鉴于地下空间资源的宝贵性和不可逆性,须科学规划并合理开发地下空间的宝贵资源,促使其效益最大化。
In order to correctly understand the irreplaceable value of the development of urban underground space in terms of relieving urban comprehensive disease and continuously and healthily promoting the urban development,all benefit of urban underground space utilization brought to the city development are summarized in two aspects in this paper: the direct economic benefit and indirect economic benefits. The direct economic benefit consists of two subordinate benefits: cost development benefit and energy consumption benefit. The indirect economic benefit consists of three subordinate benefits: environment benefit,disaster prevention and mitigation benefit,and social benefit. An example is given to illustrate the essential factor of direct economic benefit calculation. An indirect economic benefit evaluation method is proposed based on the precious and irreversible features of the underground space resources. Scientific plan should be made for developing the precious resources in order to maximize the benefit.
