According to some features of the measure programs in construction engineering cost with ＂no design, entity, reservation and unified implementation standards＂, the paper takes part in the identification for the controversial issues among different parties in the engineering cost, and indicates the main working aims, complete methods, and working results in the identification for the measure expenses according to various stages of the engineering construction, so as to provide some reference.
