On Agricultural Development Direction and Path in Hefei under the New Normal Background

经过改革开放30多年的快速发展,合肥社会经济发展在经济结构、收入状况、人口状况、农业现代化等方面均出现了重要阶段性变化。基于新常态背景,合肥农业发展应着眼于提高粮食生产能力、优化农业生产结构、转变农业发展方式、增加农民收入以及城乡发展一体化。就路径而言,合肥农业发展需要全面认识农业的价值、功能和作用,大力增加农业投资和人力资本投资,统筹协调四化关系,用制度创新激发农村改革与发展的活力。

After rapid development for thirty years ever since Reform and Opening, some important initial changes, such as economic structure, income, demographic, and other aspects of modern agriculture have appeared in Hefei soeio-economic development. Based on the new normal background, Hefei should focus on agricultural development to improve food production capacity, optimize the agricultural production structure, transform agricultural development pattern, and increase farmers＇ income as well as the integration of urban and rural development. In terms of paths, the agricultural development in Hefei requires a comprehensive understanding of the value, function and role of agriculture, and efforts to increase agricultural and human capital investment, coordinate the relationship of new industrialization, informatization, urbanization, and agricultural modernization, and stimulate the vitality of rural reform and development by institutional innovation.
