赵翼《瓯北集》中的救灾思想行为研究

Chinese Traditional Culture from the Perspective of Neighborhood Relationship Reconstruction——Zhao Yi“Oubei set”in Thinking and Behavior of Disaster Relief

作为一名具有强烈社会责任感的封建士大夫,退隐后的赵翼不遗余力、积极主动投身到家乡常州旱涝灾害的救援活动当中,以期恢复社区生活秩序稳定。但他的两次努力并未达到预期效果,反而使自身蒙受经济和声誉上的损失。赵翼救济乡民时遇到的两次窘境说明,乾隆后期嘉庆前期,江南地区严重的旱涝灾害和急剧增长的人口,使众多贫民流离失所,在浮华享受、道德沦丧社会风气的诱发下,大灾促使饥民猝变。赵翼虽然提出了设局劝赈、贱价售米和析产报恩等保障饥民生活、维护社区安定的救援措施,但在吏治败坏、儒学价值体系逐渐崩塌,社会风习日益颓靡的社会大背景下是不可能完全实现的。

As a strong sense of social responsibility of the feudal literati,retired Zhao Yi spare no effort,actively plunge into the hometown Changzhou flood disaster relief activities,in order to restore order and stability of community life. But his two effort has not achieved the desired results,but make their own suffering economy and reputation loss. The Zhao Yi relief when two corner,Qianlong period Jiaqing period,the Jiangnan region severe droughts and floods,rapid population growth,so that many poor people become destitute and homeless,and enjoy,in morality social evoked,before the disaster prompted the jerky. Although Zhao Yi put forward to set Bureau advised aid,cheap sale of meters and the property security,maintenance of life. The community stability and rescue measures,but in official corruption,Confucian value system gradually collapse,social customs increasingly decadent social context is not fully realized.
