政策质量的评价很大程度上取决于政策收益的分配格局,在大政府和小政府两种治理模式下,政策利益的分配因为参与主体角色的不同和互动而产生不同的分配结果。政府作为两种模式中最为特殊的主体,必须确定自身的角色定位,基于正义原则,建立公平并兼顾效率的政策收益分配模式,由此演化到中型政府的政策制定模式,这也是未来中国体制改革的一个可行模式。

The allocated results of the uture policy benefits impacted the quality of policy. The big government and the small government administration modes had different participant bodies,so the allocated results were different. The cooperation between participant bodies intensified the gap between two governace models. Government,as the most special role in those participant bodies must took the principle of justice according to their impact in different governance models. And middle government should be the best policy benefit distribution patterns.
