抗战时期对外国人入康活动的管理

On the Foreigner Management in Khams from 1937 to 1945

对抗战时期(1937-1945)外国人入康传教、游历、考察等活动史实列表梳理,并进行统计分析。结合晚清和民国时期对来华外国人管理的相关内地游历护照、签证制度,利用入康外国人记载及相关档案史料,探讨全面抗战爆发后,国民政府和川康地方当局对外国人入川康游历实行战时特别政策、采取派人派员随行保护、加强管理的措施及其执行情况。

This article makes a statistical analysis of foreigners in Khams during the Anti- Japanese War from 1937 to 1945,including their missionary work,travel and survey,etc. In detail,compared to the foreigner management related mainland travel passport,via regime by late Qing Dynasty and the Republic of China,and the records or archives of those in Khams,the article discusses the special policies on foreigner management by the local government during the wartime,just like traveling companion,more management measures,etc.
