丘陵地区农民退出宅基地意愿的影响因素探析--基于四川省南充市的调研

The Influencing factors of Peasants' Willingness to Quit Rural Residential Lands in Hilly Areas:with Nanchong in Sichuan Province as an Example

丘陵地区农村宅基地整理潜力巨大,研究丘陵地区农民退出宅基地的主观意愿是推进农村宅基地制度改革的重中之重。丘陵地区农民退出宅基地的意愿主要受到区位因素、家庭个人因素、社会因素和制度因素的制约。规范引导丘陵地区农村宅基地退出的前提是不断健全和完善农民的利益表达机制,提升农民对政策制度的信心,关键在于加快形成丘陵区域产业优势以消除区位因素和社会因素对农民退出宅基地决策的不利影响,重点在于构建科学合理的宅基地有偿退出机制,满足农民的利益保障需求。

The consolidation of rural residential land in hilly areas has huge potential.The research on the peasants＇ willingness to quit rural residential land is the key to promote the reform of rural residential land system,which is impacted by the factors of location,family,as well as personal,social and systematic factors.Improvement in farmers＇ interest expression mechanism and their confidence in policies is the basis to guide farmers quit their rural residential land regularly.The key lies in promoting regional industrial advantages of hilly areas so as to eliminate the negative effect of locational and social factors on farmers＇ decision to quit rural residential lands,and constructing scientific compensation system so as to protect farmers＇ benefit.
