国内外公共图书馆弱势群体服务策略比较研究

Competitive Research on Service Strategies for Disadvantaged Groups Between Chinese and Foreign Public Libraries

国外发达国家公共图书馆弱势群体服务开展较早,其弱势群体服务贯穿于公共图书馆发展的各个时期,而中国公共图书馆弱势群体服务相对落后。从服务政策、服务内容、服务人员三方面对美、英、日及我国公共图书馆弱势群体服务策略进行比较可以发现,我国公共图书馆在这一方面亟需进步,应注重以下几个方面:加快立法进程,加强服务调研,注重沟通合作,重视宣传推广,加强馆员队伍建设。

The service for disadvantaged groups of public libraries in foreign developed countries started earlier, which has been run through the whole history of western public libraries, while the corresponding situation in China are relatively backward. From the compare of different situations in USA, UK, Japan and China in three aspects, including the service policy, the service content and the service personnel, we could find that Chinese public libraries are keen to make a progress on the service for disadvantaged groups,and should focus on following aspects： speeding up the legislation process, strengthening the service research, paying attention to the communication and cooperation, attaching great importance to the promotion, and strengthening the construction of the librarian service team.
