完善我国工业污染场地环境管理探讨

Discussion about Improving China's Environmental Management of Industrial Contaminated Sites

基于目前我国工业污染场地环境管理的现状,总结并借鉴英美的环境管理的经验和法律制度方面的优势,从法律、制度、经济、行政和技术方面进行分析,提出了完善污染场地环境管理的相关法律法规以及标准体系、建立"责任人付费"制度、搭建污染场地环境管理金融平台、加强政府行政干预和信息公开、发展污染物再利用技术研发等建议。

In this paper,learning from the advantages of environmental management experience and the legal system in Britain and the United States was summarized based on the current situation of China′s in-dustrial environmental management of contaminated sites.The improving the management of contamina-ted sites,environmental laws and regulations,and standard system was put forward by analyzing from the legal,institutional,economic,administrative and technical aspects.Formation of a “responsible person pay”scheme and environmental management,financial platform,strengthening government intervention and public information and the development of pollutant recycling technology research were also set forth.
