The essence of innovation-drive is talent-driven n. We must make efforts to solve our long-standing existence of ' see things but not people ' tendency. Accelerate the construction of science and technology innovation center with worldwide influence,is essentially a problem of qualified personnel. To build a global innovation and technology center in Shanghai calls for international talent center building.
