促进外资研发机构与本土研发机构合作的思路研究

Thinking of Promoting the Corporation of Foreign and Local R & D Institutions Research

目前,在沪外资研发机构与本土研发机构的联合攻关和协同创新尚处于初步阶段。进一步促进双方的合作创新,政策着力点要逐步从"鼓励设立"向"促进合作"转移。一要支持外资研发机构与本土研发机构共建研发类功能性创新平台;二要有范围、有条件、有步骤地吸收外资研发机构参与科技计划;三要搭建合作平台,促进中外研发人员交流;四要鼓励本土企业加强创新能力培育,提升技术溢出吸纳能力;五要着力加强知识产权保护,免除双方合作攻关的后顾之忧。

At present,the joint research and collaborative innovation of Shanghai's foreign and local R & D institutions is still at a preliminary stage. To further promote bilateral cooperation and innovation,the policy focus should gradually transfer from ' encourage to establish' to ' promote to cooperate'. Firstly,we should support a R & D functional innovation platform for foreign local institutions ' joint development; secondly,gradually and conditionally absorb foreign R & D institutions in science and technology program with scope;thirdly,build a cooperation platform for Chinese and foreign research development and personnel exchanges;fourthly,encourage local enterprises to enhance innovation capacity nurturing,enhance the technical capacity to absorb the overflow; fifthly,focus on strengthening the protection of intellectual property,eliminating the research cooperation worries.
