在产业转移的区位选择上,影响上海在苏浙投资的主要因素是距离远近和城市自身基础。杭州、南京、苏州、宁波、无锡等是上海企业对外投资的优先选择。在新的经济发展环境背景下,上海应树立保障企业利益、符合转移规律、顺应产业趋势、践行多方共赢、推进区际合作、促进协调发展等服务企业产业转移的原则,构建转变政府职能、加强公共服务的以中央精神为方向的主体思路,以及实施长三角政府间多层次行政协调机制服务策略。

Considering location choice in industrial transfer,distance and the city 's basic conditions are the main factors affecting the Shanghai investment in Jiangsu and Zhejiang,therefore Hangzhou,Nanjing,Suzhou,Ningbo,Wuxi are the preferred choices for Shanghai enterprises' foreign investment. Under the new background of economic development environment changes,Shanghai should establish safeguard for business interests,play in line with the transfer of the law,comply with industry trends,practice win- win situation,promote inter-regional cooperation and coordinated development of the principle of the transfer of services such as industrial enterprises,build the transformation of government functions and strengthen the spirit of public service parallel to the central idea of the main body,and make the implementation of the Yangtze River Delta inter-governmental coordination mechanisms of multi- level administrative service policy.
