摘要
2009年,“欧洲特殊需要与全纳教育发展署”推出“全纳教师教育”项目,开始从欧洲层面对全纳教师教育进行整体研究和规划.该项目本着“将所有教师培养为全纳教师”的目标,初步勾勒出欧洲全纳教师专业素养框架,并对欧洲各国的全纳教师培养方案提出调整和设计建议.然而,不管是在内容上还是形式上,专家学者对“欧洲全纳教师专业素养框架”都仍然存有诸多争议;同时,欧洲各国全纳教师培养方案所面临的教师“孤立的专业化”困境和“泛专业化”危机也值得深思.这些争议和思考,对全纳教育背景下我国教师教育的改革与发展具有启示意义.
In 2009,the European Agency for Special Needs and Inclusive Education launched the Teacher education for inclusion(TE4I)project which could be regarded as a start to have an overall research and planning on teacher education across Europe.Based on the goal of'training all teachers to be inclusive',the project sketched out a framework of the professional quality of inclusive teachers and gave some suggestions to the further development of inclusive teacher education programs.However,the contents and the form of the framework are still controversial,and the programs also need to be reflected in terms of isolated and pan professionalization.All those disputes and reflections will give some enlightenment to the reform and development of teacher education in China against the background of inclusive education.
