面向区域创新发展的地市级包容性创新能力测评研究——来自陕西省10地市的数据

对现有研究剖析的基础上,提出了包容性创新能力的概念及其构成维度,分别从低收入群体需求、包容性创新主体、支持条件、创新环境和创新产出5个维度构建了区域包容性创新能力的理论测度量表和评价模型。在此基础上对陕西省10个地市的包容性创新能力进行测度。结果显示,陕西省各地区的包容性创新能力水平差异较为显著,总体呈现西安地区>关中地区>陕北地区>陕南地区个梯度等级。进一步选取10地市面板数据分析区域经济发展对包容性创新能力的影响。研究表明,收入差距较大地区的包容性创新能力较低,地区开放度高有利于包容性创新的扩散,农业人员占比过高不利于包容性创新的开展。

based on the analysis of the existing research, puts forward the concept of inclusive innovation performance and its dimensions, respectively from the demand of the low-income groups, inclusive innovation main body, support condi- tions, innovation environment and innovation output five dimensions to build the theory of regional inclusive innovation performance measurement scale and evaluation model. On the basis of their jurisdiction 10 cities in Shaanxi province of in- clusive innovation performance to measure. , according to the results of Shaanxi province regional inclusive innovation per- formance level difference is significant, generally appear in xi ＇an region〉 the Guanzhong region （Baoji, Xianyang, Wein- an, Tongchuan） 〉 （Yulin,and Yanan） in Shanbei region in southern Shaanxi （Hanzhong, Ankang, Shangluo） 〉 four gradient levels. Further study on selection of 10 cities of panel data analysis the influence of regional economic development of inclusive innovation performance. Research shows that the income gap is larger areas of inclusive innovation perform- ance is low, region high openness to inclusive innovation diffusion, agricultural researchers accounted for too high does not favor the inclusive innovation development.
