Risk Management and Control of Purchasing Books by Public Bidding in College Libraries

将风险管理思想引入高校图书馆招标采购工作中,分析图书招标采购风险的表现形式及其成因,探讨招标采购风险管理流程,提出控制风险的策略,包括:科学编制招标文件、构建科学合理的评审标准、提高合同签订质量、建立采购质量评估管理制度等。

This paper introduces the risk management thought to the public bidding in college libraries, ana- lyzes the manifestation of purchasing risks by public bidding and its causes, discusses risk management process, and puts forward some risk control measures, such as drawing up scientific bidding documents, constructing sci- entific standards of evaluation bids, perfecting of contents of the contract, setting up quality management systems in the course of purchasing books and so on.
