On the Choice of FTAs and RTAs Policies of Philippine Government

摘要进入21世纪之后,以FTA和RTA为特征的东南亚区域内与区域间经济合作蓬勃开展,而作为老东盟成员国的菲律宾,参与步履却十分蹒跚。本文首先介绍菲律宾的FTAs和RTAs发展现状及特点;其次描述了菲律宾主流学界对东亚FTAs和RTAs的解析,进而勾勒菲律宾政府选择FTAs和RTAs的3项原则与两种策略;最后对菲律宾政府的国别差异化FTA政策和区域差异化RTA政策进行了研究。 Inter and extra regional economic cooperation in the Southeast Asia featured with FTAs and RTAs has been booming rapidly since 21 st century. Nevertheless,the Philippines,which is an old member of ASEAN is going on very slowly on the issue. This paper firstly introduces the status quo and explores Philippine official perspectives on FTAs and RTAs,then,describes the analysis of Philippine mainstream academy on East Asian FTAs and RTAs and outlines three principles and two strategies of Philippine government in dealing with FTAs and RTAs,and studies in final the different policies of Philippine government toward bilateral FTAs and regional free trade agreements.
