目标价格改革背景下江西棉花产业存在的问题及对策

Problems and Countermeasures on Cotton Industry in Jiangxi under the Background of Target Price Reform

2014年中国开始执行棉花目标价格改革试点政策,农民对新政信心不足,植棉意向下降。2014年江西省棉花生产面积减少,单产和总产略增,质量优于上年,但棉花收购价格低迷、销售艰难、收益大幅下降。如无新的利好政策,预计2015年江西可能出现"弃棉种稻""抛荒闲置"现象,棉花种植面积有较大幅度下降风险。因此,政府应积极引导棉花产业创新发展;加强棉田基础设施及生产能力建设;加强棉花轻简化栽培技术体系建设,实施适度规模种植;逐步建立棉花产业健康发展的长效机制。

The pilot reform of guaranteed base prices for cotton was initiated in China in 2014, and farmers＇ intention of planting cotton fell because of lacking confidence for the target price system. In 2014,planting area of cotton reduced in Jiangxi province, meanwhile yield per hectare and total production increased slightly, quality of cotton was better than in 2013. For the cotton market, purchasing price was depressed, sale was difficult, profit decreased sharply. In 2015, if there are no new favorable policies, the farmers will replace planting cotton with rice, even abandon, and planting area of cotton will have a risk of big drop. Therefore, the government should actively guide cotton industry to innovate and develop, strengthen construction of infrastructure and production capacity of cotton fields, enhance system construction of convenient cultivation technique under appropriate scale, and establish gradually long-term mechanism for healthily developing cotton industry.
