The Interests Dilemma and Breakthrough of the Reform of the Farmland Property Rights

当前农地产权制度改革受到错综复杂的利益关系的困扰:产权界定中的三大核心矛盾关系亟待破解;改革的"过敏"性质对基层领导干部改革积极性形成考验;村居"两委"精英的利益与现代企业管理制度建设的冲突;基层政权的权威与农民自治权的冲突,等等。面对这些复杂的利益关系与各种挑战,必须强化农村基层的改革底线意识与规则意识,完善基层干部绩效考核制度与信访制度,健全乡村治理的民主制度,加强党的领导,增强基层政府的服务意识,规范集体经济组织的经营管理制度,深入挖掘农村潜藏的社会资本对矛盾调和、经营创新的支撑作用,确保改革的顺利进行。

The promotion of the reform of the farmland property rights is hindered by complicated interests relationship. The three main contradictions in the definition of property rights need to be settled urgently. The grassroots cadre＇s passion for reform is under test. The joint-stock company established after rural land-use right transfer is challenged. And there is the weakening tendency of the grassroots government after the reform of the farmland property rights. Facing these complicated interests relations, we must insist on the leadership of the CPC and take the advantage of the social resources of the countryside which can support the innovation and solve the contradictions.
