如何实现社会管理向社会治理的转变?不仅仅在于治理与管理的语义差别。理解国家治理是理解社会治理及其发展走向的前提,国家治理的制度化取向为社会治理的推进路径奠定了基础。社会治理的制度化取向是民主化制度安排和法律法规安排,需要解决制度、法律、法规之间的合理关系。构建社会治理的民主化合理路径,需要解决多元主体互动、合作的行为关系。

As to how to realize the transformation from social management to social governance, the problem is more than the semantic difference between governance and management. Understanding state governance is the prerequisite for understanding social governance and its developing tendency, and the institutionalized orientation of state governance is the basis for promoting social governance. Furthermore, the institutionalized orientation of social governance is the institutional arrangement of democracy and the legal and regulatory arrangement, which requires the reasonable relationship among institutions, laws and regulations. In order to form a reasonable democratic path of social governance, the interactive and cooperative behavioral relationship between multi-subjects should be fulfilled at first.
