摘要
本文阐述了2013年黑龙江中游暴雨、洪水的发生时间及形成过程,分析了暴雨和洪水的特点、成因及特性,并与历史上的大洪水进行了对比分析,为今后的洪水分析与预报、防汛减灾等工作积累了经验,为科学决策提供了依据。
This paper presented the occurrence time and forming process of rainstorm and flood in the middle reaches of Heilongjiang river in 2013. The reason and characteristics of the storm and flood were analyzed, which was compared with the historical record. The obtained results helped to accumulate the experience of analysis and forecast of flood, flood prevention and disaster reduction, which could provide foundation for scientific decision.
