从利用量、利用率、相关政策、CDM清洁发展机制和国内碳交易市场的建立等方面介绍了煤层气综合利用现状,阐述了地面钻井抽采煤层气、煤矿井下抽采瓦斯和矿井通风中排出的风排瓦斯等3种不同浓度的煤层气利用途径,分析了矿权分离、煤矿建设与瓦斯利用脱离、项目审批手续繁琐和政策不完善等诸多制约煤层气开发利用因素,提出了优化资源配置、加大政策扶持力度、鼓励国内外企业共同投资、引进高层次人才资源、区域联网和煤矿建设统一规划等几项建议,以进一步提高煤层气综合利用率。

Introduces the comprehensive utilization present situation of coalbed methane from the aspects of utili- zation amount, utilization ratio, related policies, CDM clean development mechanism and the establishment of domes- tic carbon trading market and others. Expounds three different concentration coalbed methane utilization ways, which are surface well drilling extracting gas, coal mine underground extracting gas, methane drainage by ventilation in coal mine ventilation. Analyzes many restricting coalbed methane developing and utilizing factors such as the mining rights separation, construction of coal mines and gas utilization separation, project examination and approval formalities tedi- ous and imperfect policy and so on. Puts forward a few suggestions which are optimizing the allocation of resources, intensifying policy support and encouraging domestic and foreign enterprises joint investment, introducing high - level talent resources, regional network, unified planning of coal mines construction and so on, further improves the com- prehensive utilization of coal bed methane.
