摘要 创新是事物进步和发展的根本之所在。21世纪,大国之间竞争日趋激烈,几乎所有的国家都将创新型人才的培养提高到了国家战略的高度。然而,在培养创新型人才之前,需要解决的关键问题是什么样的人才是创新型人才。目前,关于创新型人才评价的指标体系,大多是通过定性分析建立的,评价指标体系存在指标繁琐、指标之间信息重叠问题。针对现有评价指标体系存在的不足,在定性分析的基础上初步构建创新型人才评价指标体系,通过调查问卷进行实证分析,运用CITC、共同度、因子分析等数理统计方法筛选指标体系。确立了一套简洁、科学的指标体系,包含创新素质与创新业绩2个准则层;创新知识、创新能力、创新人格、思想品德、学术水平和科研项目6个因素层和29个指标层。 Innovation is the foundation of the progress and development. In twenty-first Century, competition between nations will be inereasingly intense ; many countries have put the cultivation of innovation talents to the height of national strategy. However,before cultivating talents,the main problem is to know what kind of talent is the innovative talent. For now, the evaluation system about innovation talents are built on the basis of qualitative analysis ,the innovative talents evaluation index system has the problem of index information overlap and complicated issues. In order to solve the deficiencies, an innovation talents evaluation index system is built on the basis of qualitative analysis, then index system through the questionnaire is selected using the CITC, eommunity, and factor analysis. Finally, a set of simple and scientific index system is established, which includes two criteria about Innovative Quality and Innovation performance, six faetors about innovation knowledge, innovation capacity, creative personality, moral, academic level, research project and twenty-nine indexes.
