增强中国决策环境考量的对策建议研究

Proposals for Enhancing Environmental Considerations in Decision Making in China

在梳理中国决策形式、决策程序、决策体系的基础上,分析了不同决策形式和决策阶段的环境考量。从可持续发展的角度看,中国决策体系尚存在以下不足,一是公共政策评估制度尚未建立,二是环境影响评价的广度和深度不足,三是环境管理体制机制不顺,四是社会公众参与和监督不足。对策建议主要有:建立健全公共政策评估制度、拓展战略环评的广度和深度、完善环境管理体制机制,以及使社会公众成为环境保护的主体力量。

Environmental considerations in different stages of decision- making are analyzed based on China＇s decision making system. From the perspective of sustainable development, there are several deficiencies as follows ： ①the policy evalua- tion system hasn＇t been established;②the breadth and depth of SEA is not enough;③the environmental management system is not comprehensive;④the public participation and surveillance is insufficient. The countermeasures are：establishing policy eval- uation system ; enhancing SEA ; promoting the environmental management system ; making public the main force of environmental protection.
