唐山设市论

On the Time of the Establishment of Tangshan City

唐山在1925年、1928年、1938年和1946年有过4次设市。1925年北京政府在唐山所设市制,是一种很不成熟的市制,是中国城市市制初创时期的产物;1928年设市不符合条件;1938年由日伪政权设市应当否定;1946年国民政府在唐山所设市制,是一种比较成熟的市制,是具有近代行政区划建制意义的市制。

Tangshan was declared a city 4times in history,namely in 1925,in 1928,in 1938,and in1946.In 1925,Beijing government designated Tangshan as a city but it was not a mature municipal system,but a product of China＇s urban municipal system development.The declaration of Tangshan as a city in 1928 did not meet the necessary conditions,and that the designation of Tangshan as a city by the Japanese puppet regime in 1938 should not be recognized.Tangshan City,founded by the Kuomintang government in 1946,had the features of modern administrative system.
