全面深化改革总目标"两句话"作为整体的统一性表现在:体现了全面深化改革的统一指向;完善和发展中国特色社会主义制度,为推进国家治理体系和治理能力现代化提供根本保证;推进国家治理体系和治理能力现代化,为完善和发展中国特色社会主义制度提供强大动力;完善和发展中国特色社会主义制度、推进国家治理体系和治理能力现代化相辅相成,浑然一体。做到总目标"两句话"相统一,应注重把制度科学化与治理现代化紧密相结合;把全面深化改革与建设社会主义法治国家紧密相结合;把推进国家治理体系现代化与政治体制改革紧密相结合;把推进国家治理能力现代化与提高党的执政能力紧密相结合。

The unity of the ＂two sentences＂of the general goal as a whole is embodied in the following points：they show the unified direction of comprehensively deepening reform; perfecting and developing the socialist system with Chinese characteristics provides the basic guarantee for promoting the modernization of state governance system and governance capacity; promoting the modernization of state governance system and governance provides a powerful drive for perfecting and developing the socialist system with Chinese characteristics; they are interconnected as a whole and support each other. To unify the ＂two sentences＂of the general goal,we should closely combine the improvement of scientific level of institutions with the modernization of governance; closely combine the comprehensively deepening of reform with the building of modern state; closely combine the modernization of state government system with the reform of political system; and closely combine the modernization of state governance capacity with the improvement of the Party＇s governance capacity.
