论深入整治跑官要官、买官卖官

On Deeply Rectifying the Seeking and Asking for and the Buying and Selling of Official Positions

跑官要官、买官卖官是指一些人(或委托他人)通过拉"关系"、走"后门"处心积虑向有人事任免权的领导人员谋取官职、权力的行为,和一些把人事任免权当成寻租资本的领导人员在选人用人上存在索贿受贿的腐败行为。跑官要官、买官要官歪曲了用人导向,败坏了党风政风民风和阻碍了事业发展。深入整治跑官要官、买官卖官问题要从四个方面入手:抓住用人主体,推进用人责任落实;从严查核惩处,打造高压整治态势;强化制度建设,构建长效整治工作机制;加强宣传教育,营造良好整治氛围。

Seeking and asking for official positions refers to the behavior of some people（ or their entrusted agents） figuring for official positions and power from leaders with power of appointment and removal of personnel through exploiting ＂connections＂and pulling the string and the corruptive behavior of some leaders,who regard the power of appointment and removal of personnel as the rent- seeking capital,ask for and accept bribery in selecting and appointing personnel. Such behaviors distort the orientation of personnel promotion,damage the moral standards of the party,the government and the people,and obstruct the development of undertaking. To deeply rectify the seeking and asking for and the buying and selling of official positions,we need to work hard in the following four aspects： grasp the subject of personnel appointment and clearly define the responsibility of personnel appointment; strictly investigate and punish undue behavior and form a high- pressure rectifying situation;strengthen institutional construction and establish a long- term rectifying mechanism; and enhance publicity and education and build up a good rectifying atmosphere.
