在法制调控下推进我国高校体育产业发展进程

Promotion of China's University Sports Industry Under Legal Regulations and Control

2014年是我国体育产业发展的改革元年,国务院出台了《国务院关于加快发展体育产业促进体育消费的若干意见》要求尽快形成我国体育产业发展的政策、法制保障体系,从而保证2025年我国体育产业发展任务目标是超过5万亿。通过合理、有效的法制调控把加快我国体育产业的发展,促进体育消费,推动大众全民健身作为首要改革目标。而我国高校竞技体育产业发展也将成为这一产业发展的核心之一。我国高校体育产业的发展在法制调控与监督方面远远落后于美国。如何能在法制调控下快速、合理、有效地发展和开拓我国高校竞技体育产业市场,而法规的监督和政策的制定就成为首要解决的问题之一。在研究我国高校竞技体育产业法制化的同时,也应借鉴美国高校体育产业发展模式。这样对未来我国在高校体育产业发展方面的法律法规的制定及调控方面有所推动与帮助。

The year 2014 witnesses the inception of China＇s reform in sports industry. Having promulgated ＂Some Opinions of the State Council on Accelerating Sports Industry Development and Promoting Sports Consumption＂, the State Council required a rapid formation of policies and law-guaranteed mechanism for China＇s sports industry,so that the goal of 5-trillion yuan revenues in the industry can be reached by 2025. As for the major aim of the reform, reasonable and efficient legal regulations and control should be adopted to speed up the development of sports industry, promote sports consumption and popularize body-building activities among people. Besides, development of competitive sports industry in universities will also count as a core element in developing sports industry as a whole. In terms of legal regulations, control and supervision,China still by far lags behind the US in its university sports industry development,therefore,to rapidly, reasonably and effectively promote and expand China＇s market for competitive sports industry, we must give immediate attention to formulating related regulations and supervision. While researching on the institutionalization of China＇s competitive sports industry, we should selectively follow the pattern of the US, which will be instrumental in formulating related regulations and exercising control.
