十八大以来,中国共产党对社会主义协商民主理论有许多创新和突破:正式提出"社会主义协商民主"的理论概念并明确其基本内涵;作出"社会主义协商民主是我国社会主义民主政治的特有形式和独特优势"的重大判断;明确"社会主义协商民主是党的群众路线在政治领域的重要体现"的基本定性;提出协商民主建设的"六个坚持"基本原则、"七大渠道"和"五大步骤"程序;确定社会主义协商民主"广泛多层制度化发展"的方向;强调人民政协是社会主义协商民主的重要渠道、专门机构,是国家治理体系的重要组成部分。

CPC has many theoretical creativities to the socialist deliberative democracy theory since the 18th National Congress. The concept of ＂socialist deliberative democracy＂ is put forward and its basic connotation is clear. Made a major judgment that socialist deliberative democracy is the unique form and unique advantage of our socialist democratic politics. Made a basic qualitative that socialist deliberative democracy is the important embodiment of the Party＇ s mass line in the political field. Proposed ＂six sticks＂ basic principle, ＂seven channels＂ and ＂five steps＂ in deliberative de- mocracy construction. Determined the direction of socialist deliberative democracy is extensive, multi-level and institutionalized development. Stressed that the Chinese People ＇s Political Consulta- tive Conference is an important channel, specialized agency, an important part of the national gover- ning system for socialist deliberative democracy.
