农田水利基础设施建设融资模式的创新研究

Research on financing mode innovation in the construction of irrigation and water conservancy infrastructure

农田水利基础设施是实现农业稳产高产的根本保证,要实现农业生产的健康发展,必须要加强农田水利基础设施的建设。但是,农田水利基础设施的重视程度不够、资源投入不足等问题严重的制约着农田水利基础设施的建设。本文将RCP(资源-补偿-项目)融资方式引入到农田水利设施建设中来,对民间资本引入到农田水利基础设施建设进行探索,为解决农田水利基础设施建设中的融资难题提供了途径和思路。

Irrigation and water conservancy infrastructure is one of the most important agricultural infrastructures.Strengthening construction of the irrigation and water conservancy infrastructure is necessary for improving our country＇s agricultural comprehensive ability.However,lack of attention and insufficient investment lead problems in the development of irrigation and water conservancy infrastructure.The RCP（Resource-Compensate-Project）financing mode was brought into the irrigation and water conservancy infrastructure project.The attraction of private capital was explored,which provides ways to solve the financing problems of infrastructure of irrigation and water conservancy construction.
