Situation and Suggestion of Chemical Safety Information Sharing

研究了国际组织、美国、欧盟、日本等国信息共享的做法,分析了我国在化学品安全信息共享方面存在的问题。研究表明,有毒化学品和化学品风险的信息交换是国际化学品安全管理的一大趋势,发达国家都在积极完善自己的化学品安全信息收集、管理和散发数据体系,积极建设信息交换站和数据库,搭建网络共享平台。而我国在信息共享机制建设、共享意识和共享渠道等方面仍落后于发达国家,必须从立法、信息整合、搭建平台、建设数据库及国际合作等方面出发,完善化学品安全信息共享。

To improve domestic chemical safety infor- mation sharing and play its full role in chemical safety management, the practice of information sharing in America, European Union, Japan and other countries were researched, and the problems of China＇s chemi- cal safety information sharing were analyzed. The study shows that the information exchange on toxic chemicals and their risks is the major trends. The de- veloped countries are actively improving their safety information collection, management and dissemina- tion of data system, and actively build database and network sharing platform. There are a great many problems on chemical safety information sharing in China, such as shared awareness and shared chan- nels. The legislation, information integration, build- ing of respect platforms, construction of databases and international cooperation are aspects to improve chemical safety information sharing.
