摘要
机场噪声问题一直是机场环境影响评价工作中的重点内容,也是社会各界关注的焦点。为顺利开展机场声环境影响评价和相关管理工作,理顺机场噪声污染防治工作,系统地从法律、法规、标准、科学研究、资金投入等方面对日本机场噪声管理进行了研究,梳理了我国机场噪声污染防治存在的问题,主要包括缺乏统一管理体系、评价标准不完善、投资不到位等,并结合日本经验和我国实际状况,提出了出台机场噪声管理条例、修订评价标准、建立机场噪声防治专项资金等对策建议。
The noise control is always an important component of airport environmental impact assessment. In order to improve the airport noise assessment in China, Japan＇ s experience in airport noise control is introduced in terms of relevant laws and regulations, standards, research and funding. The problems with China＇ s airport noise control are then analyzed such as lack of uniform management system, incomplete assessment standards and inadequate funding. Suggestions are raised in terms of establishing airport noise management regulations, revising assessment standards and setting up special fund for airport noise control.
