互联网大数据创新的基础设施及其建设思路

Infrastructure of Internet Big Data Innovation and Its Building Thought

基于互联网大数据接力创新的特性和产业发展现实,从技术、商业、教育和社会4个层面,研究了互联网大数据创新基础设施的构成,分析了每类基础设施的具体内涵、功能特性等,认为现阶段中国建设大数据创新基础设施要把握其社会化和共生性,并梳理了互联网大数据创新基础设施的建设主体。提出具体的建设思路,包括缩减政府职责、确定企业的主力地位、创建"官产学研社"协同发展模式、采取渐进性路径、借助全球基础设施网络等。

According to the feature of relay innovation of Internet big data and industrial development status,this paper studies the constitute of infrastructure for Internet big data innovation from four aspects,namely technology,business,education and society,and analyzes the connotation and function features of each kind infrastructure.Then it proposes that the socialization and the symbiosis should be stressed in building the infrastructure for big data innovation,and clarifies the main participants.Finally,it puts forward some thoughts for building the infrastructures of big data innovation,such as lessening government＇s duties,strengthening the role of enterprise,setting up the synergy developing pattern of ＂government-industry-university-research institute-society＂,adopting incremental path,using global infrastructure network and so on.
