社科类科研经费申请、使用与管理情况的调研——以我国社科类科研人员为例

A Survey of Social Science R&D Fund Application,Expenditure and Management——Evidence from Social Science Researchers in China

科研经费合理合规使用的问题受到广大一线科研人员的普遍关注,然而,现有研究缺乏针对一线科研人员的实证研究。基于多所社科类科研机构321位一线科研人员的样本,通过问卷和半结构化访谈,调研了科研经费申请、使用和管理3方面的情况,总结了具体的问题,分析了问题产生的原因,提出了针对性的政策建议。

Legitimate use of R＆D fund is an important issue for every academic researcher. Current studies are lack of empirical research specially focus on academic researchers. Based on questionnaire survey of 321 academic re- searchers and semi--structured interview of 12 academic researchers from several institutes, the paper empirically surveyed the application, expenditure and management conditions, summarized main problems of social science re- search funding specifically and discussed the actual causes. Corresponding policy suggestions are offered in the end.
