摘要
胜任力模型是人力资源管理中的一种有效的方法和工具,可以把所有的部门功能和拥有的人力资源结合到一起,提升员工素质,使企业乃至公共部门可以更加有效的运行。胜任力模型已在一些较发达地区公共部门得到良好应用,但在少数民族地区的应用仍为空白,随着少数民族地区经济和社会的迅速发展,政府人力资源管理对胜任力模型的需求应运而生。讨论了胜任力模型的意义、运用到少数民族地区公共部门的价值所在,以及如何将胜任力模型应用到民族地区政府人力资源管理。
Competency model is a kind of effective methods and tools in the human resources management, and it can be put together all of the functions and own human resources. It can enhance the quality of staff so that enterpri- ses and the public sector can be more effective operation. Competent model has been applied in the public sector of more developed regions well, but in minority areas application is still blank. With the rapid development of economy and society in the ethnic minority areas, the needs of government human resources management emerged. This pa- per mainly discusses the significance of competency model, the value of public sector in the minority areas, and how to apply competency model to the government human resources management in the national area.
