Study on Hazardous Substance Control of Stationary Products Based on Alliance Standards

本文以文具产品出口贸易遇到的有毒有害物质管控贸易技术壁垒问题为研究对象,通过国内外笔类文具产品安全标准梳理和文具安规管控现状分析,提出由行业协会牵头,在充分吸收发达国家最主要的有毒有害物质管控法律法规的基础上,制定针对性的文具产品安全联盟标准,推动提高联盟企业的有毒有害物质管控水平,及时跟进把握最新的有毒有害物质控制指令,减少安规贸易壁垒的退货风险。

The hazardous substance control is increasingly toughen in the trade of stationary products. Most of stationary hazardous substance control requirements are in the instructions of general consumer goods and toys and are updated constantly. Focused on this question, the paper proposes to develop alliance standards after absorbing newly foreign hazardous substance control instructions, which is helpful to improve the enterprise hazardous substance control level and reduce the risk of trade barrier.
