Latest Development and Enlightenment of Foreign Macro-quality Management Performance Evaluation

本文重点分析了国外典型质量管理部门绩效管理经验。相较于国外质量管理部门较早地引入绩效管理手段、绩效管理理念和方式较为成熟的状况,我国政府质量工作考核仍处于有待完善的发展阶段。国外质量工作绩效管理的最新进展和核心经验对我国质量工作考核具有重要的启示意义。我国质量工作考核应该从目标导向的确立和指标体系的建构两个方面进行调整优化,从而促进质量工作考核的发展。

This paper analyzes the experience of macro-quality management performance evaluation abroad. Comparing with the status of the early introduction of performance management methods in foreign quality management departments and the relatively mature concept and method of performance management, the macro-quality work assessment in China still needs to be improved. The latest progress and core experience of foreign macro-quality performance evaluation is of enlightening significance for domestic macro-quality work assessment. The domestic macro-quality work assessment should be optimized in two aspects of the determination of goal orientation and the indicator system to promote the development of macro-quality work assessment.
