当前我国农村民生状况百村万民调查报告

An Investigation on the Current People's Livelihood Issues in Rural Areas

对全国15个省(直辖市)100多个村庄1万余名农民进行问卷抽样调查,结合对部分被试的访谈,结果显示:当前我国新农村建设虽然取得了很大成就,但不少农村地区,尤其是西部和北部地区,仍存在较为严重的各类民生问题,主要表现为:人口结构比例失衡,女性地位低下,影响女性健康成长;农民收入水平低,生活条件差;农村家庭照料功能弱化,农民老无颐养;农村学无优教,滋生新一代文盲,部分青少年甚至走上犯罪道路;农村医疗条件差,农民病无良医,甚至延误病情导致死亡;农村生态无保护,环境遭污染,引发农民生存危机;农民综合素质低,农村封建残余风俗盛行,赌博之风危害社会稳定;村民组织无作为,村干部存在不正之风,引发农民信仰危机等。据此,提出了改进农村民生状况的对策建议。

A sample survey by questionnaire is conducted on ten thousand farmers from more than one hundred villages in fifteen provinces( municipalities),and further interview survey is made on partial tested peasants. The results show that though the achievements of the new rural construction are apparently great,the problems of people's livelihood are still serious in some rural areas,especially in western and northern districts. The proportion imbalance of population structure and the low social status of female affect the healthy growth of female. The peasants have low standard of income and poor living condition,some even live in the thatch houses. The care function of rural families is weakened,older adults cannot prolong life joyfully,even die a dog's death unnoticed. The shortage and weakness of rural education lead to a new generation of illiterates,some adolescents even walk up on the way of crime. The left-behind rural health and medical conditions as well as the scarcity of good doctors contribute to patients' death due to delaying. The unguarded rural ecology and the pollution of environment cause survival crisis. The low comprehensive quality of peasants,the popularity of the feudal remnants and the flourished atmosphere of gambling are harmful to the social stability. The dereliction of duty in villagers' autonomous organizations and village cadres' corruption result in peasants' belief crisis. According to all the things stated,this paper puts forward some countermeasures and advices for improving rural livelihood conditions.
