Agricultural Materials Business Mode and Regulatory Transformation in New Agricultural Management System Construction with Changde as an Example

随着各种惠农政策出台和土地流转推进,为了适应农业生产在规模上出现的种植大户、家庭农场及专业合作社等新型农业经营体,传统农资经营模式就需转型升级,走向服务化、规模化、直销化及专业化等来应对新型农业经营主体的要求和发展;在农资监管上也要与时俱进,保障农资市场的健康发展和农产品安全,调整监管重点,管控好农资产品的市场准入和产品使用环节,转变监管方式与服务相结合,使农资经营在新型农业经营体系中服务更加高效,监管上更加科学有力。

With the promotion of various agro-preferential policies and land transfer, in order to adapt to large grower households, family farms, specialized cooperatives and other new types of agricultural management entities or bodies appearing in terms of scale of agricultural production, the transformation and upgrading of traditional agricultural materials business mode would be required toward service-oriented, large-scale, direct marketing and specialization to deal with requirements and development of the new agricultural management entities. The agricultural materials regulation also needs to change with the times, protect agricultural materials markets and product safety, adjust regulatory focus, control the products＇ market access and using process, and transform the mode of regulation into its combination with services so as to help agricultural materials business with more efficient services and more scientific and effective supervision in the new agricultural management system.
