政府购买公共体育服务的实践与反思——以武汉市购买社区体育服务为例

Practice of and Reflection on Government Purchase of Public Sports Service——A Case Study the Purchase of Community Sports Service in Wuhan

政府购买公共体育服务是新环境下政府公共服务供给的一种新模式,也是政府转变政府职能,建设服务型政府的重要举措。本文通过文献资料、实地访谈、案例分析等方法,以武汉市购买社区体育服务为个案研究。介绍武汉市购买公共体育服务的背景、理论依据、购买模式、现状和现实问题,提出了引入市场竞争机制,加强顶层设计,完善政府购买体育服务的保障机制、提高政府监管力度等完善政府购买公共体育服务的建议。

Government purchase of public sports service is a new model of public service supply by government under new circumstances. It is also an important move of transforming government functions and building a service - oriented government. Through methods of literature, field interview and case study, this paper conducts a study by taking the purchase of community sport service＇in Wuhan as a case study. This paper describes the background, theoretical basis, purchasing patterns, current situation and realistic issues of the purchase of community sports service in Wuhan, and puts forward proposals of introducing market competition mechanism, strengthening top - level designs, perfecting sports service safeguard mechanism of government purchase as well as improving government＇ s abilities of supervision. All suggestions are meant to perfect the purchase of public sports service by government.
