新建本科院校转型为应用技术大学,是我国高等教育进入大众化新形势下的必然选择。在这个阶段,新建本科院校既要注重层次提升,立足本科本位,又要实现类型转变,实现从思想观念、服务面向、队伍结构到学科专业建设、人才培养模式的全面转型。同时,高校要强化顶层设计,因势利导、因地制宜地实施有序转型、科学转型和特色转型,真正变"新建"本科院校为"新型"应用技术特色大学。

It is an inevitable trend to develop newly established universities into universities of applied technology when China＇s higher education enters into the popular education stage. In this stage, newly established universities should promote their undergraduate education, at the same time, they should pursue a transformation development in terms of ideology, service orientation, faculty structure, disciplinary construction as well as talents training mode. Meanwhile, university authorities should strengthen top layer design, and adopt an orderly and featured transformation development in order to turn a＂newly established university＂into a＂new university of applied technology＂.
