国际矿业形势变化及我国矿业管理改革的思考

多重因素影响,国际矿业发展格局出现了一些新的动态和趋向:世界矿产勘查开发投资重心正在转移;深海探矿将逐渐成为勘查开发的新热点;全球能源供需格局发生重大变化;各国呈现以鼓励矿业投资为主的政策调整趋势;生态环境保护成为国际矿业竞争的新手段;科技创新正在提升地质工作和矿山运营模式;大型矿业企业提质增效,加速剥离非核心资产。我国矿业发展进入一个新的调整期,矿产资源管理面临的形势更加复杂。对我国矿业管理改革的建议:(1)推动矿产资源管理理念转型,发挥市场在资源配置中的决定性作用;(2)推动矿业发展方式转变,促进矿业转型升级;(3)抓住机遇推进矿政管理改革;(4)加强矿业开放合作,拓展矿产资源国际合作格局。

International mining industry situation has demonstrated several new trends due to the influence of multi factors, we can see that international mineral exploration investment center has been shifted; deep ocean exploration has developed to be a new hotspot; there＇re some significant change in field of international energy supply and demand pattern; there＇s a police adjustment to encourage mining investment worldwide; ecological environmental protection has been a new method in competition of international mining development; technology innovation is to enhanee the geological work and mine operating mode; there＇s a quality and efficiency enhancement of large- scale mining companies, they also accelerate the speed of divesting non-core assets. China＇s mining development has entered a new period of adjustment, mineral resources management situation is more complex now. There＇re some suggestions for mining management reform： firstly, we should promote the transformation of mineral resources management concept, and make market to play a decisive role in the allocation of resources. Secondly, we should promote the transformation of mining development, and promote the transformation and upgrading of mining development. Thirdly, we should seize the opportunity to promote mine administration and management reform. Fourthly, we should strengthen the open up and expand international cooperation.
