地质勘查是提供基础地质信息和破解资源约束的一项重要基础性工作。在地质勘查市场中,主要包含三大类利益主体:中央和地方政府、地质勘查单位以及包括各种商业组织、企事业单位、个人在内的社会资金持有主体,只有这三类主体共同努力,才能促进地质勘查事业的良性发展。文章首先阐释了各利益主体博弈的内在机理,通过建立博弈模型,研究发现政府应采取激励策略;资金使用方和投入方都应建立约束机制;对于资金使用行为是否规范应奖惩分明;必须明晰中央与地方政府事权。

Geological exploration is an important basic work through which we can obtain basic geological information and break the constraints of resources. This paper introduces that central and local governments, geological exploration units, as well as social capital holdings subjects including a variety of commercial organizations, enterprise and public institutions and individuals are the main constituents of the geological market interest subjects. Only the concerted effort that these three subjects will make, a sound development of geological exploration enterprises can be promoted. By setting up a gaming model according to the inner mechanism of the game among these subjects, this paper points out that the government should take incentive strategy; both fund users and investors should build constraint mechanism with a view to standardize the activity of spending funds with clear rewards and punishments. It is essential that we must clarify the decision-making authorities between the central and the local governments.
