摘要
本文总结了地方政府在组织结构改革和创新中的六种主要做法,主要是:网格化结构、扁平结构、矩阵结构、党政一体结构、大部制结构和网络状结构,并对新的结构形成存在的问题进行了分析。在此基础上,对改革的前景进行了展望。组织结构的优化对于组织功能的发挥具有重要意义,但这一优化在地方政府的改革中受到了各种因素的制约,其中体制上的制约是最重要的因素。行政体制、效率与利益平衡、信息技术和公务员能力是未来地方政府组织创新的重要变量。
The article summarizes six patterns of innovation of organizational structure in the reform of local government,e. g. the structures of grid,flat,matrix,super- ministry and net,and analyses the problems of the innovation. Also the article,based on the analysis,points out the future development of the reform. It holds that the optimization of organizational structure is of great importance for functioning of organization,but has been limited by various factors,among that the institutional factor is most obvious. It also holds that the administrative institution,the balance between efficiency and interests,information technology,and the capability of civil servants are important variables in the future reform of local government.
