The Utilization and Management of Sediment Resources in Lower Yellow River

泥沙具有资源的特性,按其资源利用方式和实现途径的不同,分为公益性和经营性两种。分析目前泥沙资源利用中存在的问题,并从泥沙资源的权属、规划管理框架、约束、激励、补偿和监督机制等方面对当前的泥沙资源管理给出了建议。

Sediment has the eharacteristies of the resources. It is divided into two kinds of utilizingmodes aecording to the different ways of resource utilization and the corresponding realization, which concludes public service and operating purpose. The existing problems of sediment resource utilization of two modes are analyzed, and the suggestions for the management of sediment resource are. given, which include the ownership of resources, planning and management framework, constraints, incentive, compensation and oversight mechanisms.
