网络时代的到来为我国电子政务带来了新的机遇,作为电子政务重要载体的地方政府网站正日益发挥着越来越重要的作用。政府通过地方网站加强同广大人民群众的交流,了解民生政态,同时及时发布信息,保障民众的参与权、知情权和监督权,有利于阳光政府的建设。然而,地方政府网站建设还存在诸多问题,如信息滞后、网站内容与现实脱节、专业化行政人员稀缺、网站安全漏洞百出等,都严重地影响了地方政府的行政效率。因此,应探析地方政府网站建设中存在的问题,为地方政府网站建设开辟新路径。

Today＇s network era has brought about new opportunity to the government administration of our country. As an important carrier of electronic government affairs, the websites of local governments are playing an increasingly important role. By means of websites, local governments can strengthen the communication with the masses of people, understand people＇ s livelihood and administrative situation, release information in time, protect people＇ s rights to participate, to be informed and to supervise, which is helpful for the establishment of sunshine governments. However, there exist many problems in the construction of websites of governments, such as time-lag of information, nonconformity between the online content and the reality, lack of specialized administrative personnel, frequent failure of web security, etc., which has serious impact on the administrative efficiency of local governments. In view of this, this paper makes an analysis of problems in the website construction of local governments so as to find a new path for the website construction of local governments.
