摘要
文章深入剖析了现有绩效管理模式,并根据项目管理的特点,探索性地提出了一种新的基于综合计划的绩效管理模式,即将绩效管理与企业战略规划紧密联系,同时运用平衡积分卡的先进理念,从多维度将企业战略和工作目标层层分解落实。这一全新模式在三门核电绩效管理工作中的探索性实践,初步证明了它的有效性。随后结合实践经验,对此模式提出了进一步完善的意见和建议。本方法有望在后续核电项目绩效管理中加以运用。
Performance management is a strategic management system, and its fundamental purpose is to achieve a high level of development. This paper analyses the existing performance management model, and in accordance with the project management features, a new performance management model is put forward exploratorily, based on integrative planning, combined performance management with enterprise' s strategy. Meanwhile, by using advanced ideas of the Balance Score Card, implementing enterprise' s strategy and objective down to every level from multi-dimension. This new model was exploratorfly practiced in SMNPC' s performance management, and the effectiveness of the model was initially proven. And combined with the practical experience, opinions and suggestions were offered to improve the performance management model based on integrative planning. This method can be applied to the performance management of other nuclear power projects in the future.
