医疗机构绩效评价理论及其对中国公立医院绩效评估的启示 被引量:17

摘要 医疗机构绩效评价是中国公立医院改革进程中的一项重要内容。目前虽然在实践中出现了各种绩效评价标准,但对这一问题的基本理论研究却很不够。因此,导致很多争议,甚至误解。本文围绕评价内容和评价主体两个方面,从一般医疗机构出发,提出由质量绩效、成本/财务绩效和长期绩效三个维度构成的通用评价框架,并结合当前中国公立医院的特点,补充了第四个维度——政策绩效,最终建立起适用于我国公立医院绩效评价的完整逻辑框架。 The performance evaluation of health care organizations is one of the most significant contents of public hospital reform process in China. Although exists a variety of performance evaluation standards in practice, the research on the basic theory of the problem is not enough. Therefore, the fact causes a lot of controversy, or misunderstandings. Proceeding from the general health care organizations, the paper focuses on two aspects:the contents and the entities of performance evaluation, presented by quality, cost/financial status and long-term development performance as three dimensions of the generic evaluation framework. Combining with characteristics of public hospitals in China currently, we add the fourth dimension named policy performance. With the four dimensions mentioned above, we eventually establish a complete rational framework applying to the performance evaluation for public hospitals in China.
