摘要 研究与探讨医院信息运维外包服务的原因、实践模式以及风险控制。从IT外包服务概念入手,分析人力资源配置、人员素质技能、信息管理效率等导致外包服务的多种因素,进一步研究医院信息运维外包服务的做法与成效,以及问题和对策。医院将过保的网络设备和外购系统的维修维护外包给地方公司,有利于缓解医院信息人力资源不足的矛盾,保障医院网络和信息系统的平稳安全运行,但要规避来自人才建设、成本效益、业务流程、信息安全等方面的风险因素。医院信息运维外包服务是顺应军队后勤保障社会化的趋势,是提高医院信息网络安全可靠性的有效途径,解决医院信息人力资源不足探讨一条新路子。 The aim of this study is to discuss the reason, practice pattern and risk management of outsourcing services for the operation maintenance of hospital information. Starting with the cognition of IT outsourcing managed service concept, the factors relating with outsourcing services such as human resource allocation, staffs skills and efficiency of information management will be analyzed in this article. Furthermore, the approaches and efficiency of the outsourcing services will be discussed as well. The plan brought customization in repair and maintenance services undertaken by other companies for the network equipments and systems expired for warranty period, which alleviated the current disparity on human resource management and ensured the stable operation of network systems. Meanwhile, the risks including talent team construction, cost-effectiveness, business processes and information security must have been avoided. To follow the tendency of the socialization in logistics supports for military, the outsourcing services for hospital information operation maintenance can be chosen as an effective way for improving the reliability of network security and management of human resource.
