市民化背景下农民工养老保险制度非均衡分析

An Analysis of The Unequilibrium of Migrant Worker Endowment Insurance System under the Background of Citizenization

农民工养老保险制度对农民工市民化具有重要影响,但目前制度运行并不理想,大量农民工仍然游离在制度之外,农民工养老保险缺失严重。究其原因,主要在于制度供给不能适应农民工对养老保险的需求变化,农民工养老保险制度供求非均衡,在现行制度下积聚着大量的潜在利润,而这些潜在利润既是制度非均衡的原因,又是制度创新的动力。

Migrant worker endowment insurance system has a great influence on the citizenization of the migrants but the current system is far from satisfactory.A large proportion of the workers are not covered and the system is critically insufficient,mainly due to the fact that the supply cannot meet the demands of the changes,the imbalance exists between the supply and demand,and the running system breeds vast potential interests that lead to the unequilibrium but drive forward the system innovation.
